Citadel
Overview
Citadel is a test level that exists on every Goldeneye 007 cartridge. It was never intended to be seen by players and thus it cannot be accessed without hacking or modding the game. Citadel uses an outdated collision format so even if the level is accessed on a vanilla cartridge there is no way to properly walk around it. GoldenEye hackers have worked hard to make the level playable and that will be discussed further down the page.
Citadel has three floors. The main floor consists of four arenas connected by hallways. The basement is one large arena with catwalks. Four ramps connect the main floor to the top floor which is just a small room. The level was clearly made very quickly — texture coordinates are often warped and/or stretched in ways you would not see in a finished level. Some faces do not even have textures at all.

History
Soon after GoldenEye was released data miners found the strings "Citadel" and "CITADEL" buried in the game's data alongside strings for the other levels. This prompted speculation about a hidden level and players asked Rare for answers. Rare responded on the Rare Rumour Mill, a page of the official Rare website in 1998.

A: 'Citadel' was a very rough test level designed during the early stages of multiplayer mode. It's not in the finished game in any shape or form, and Oddjob and Mayday wouldn't be in it if it was.
