You know the name. You know the number. In GoldenEye 007 you take control of James Bond. GoldenEye was the first gaming adventure for Pierce Brosnan's Bond and his likeness is used in-game.
Bond's Outfits
Bond wears five different outfits throughout his missions. Four of them are based on outfits Brosnan wears in the GoldenEye movie, while the Arctic outfit may be inspired by the white ski suit Roger Moore wears in the opening scene of A View to a Kill. Bond's Face
Curiously, Bond uses a different face texture for the bonus levels Aztec and Egyptian. This is because Brett Jones wanted Bond to have slicked-back hair to go with his formal outfit. (Source: GoldenEye 007 by Alyse Knorr, p. 58)

Natalya Simonova

GoldenEye 007's Bond girl. She will be by your side in quite a few missions, often putting her hacking skills to work. Natalya's death results in mission failure so protect her at all costs.
Natalya is mostly a noncombatant, but is armed with a Cougar Magnum on Jungle and Control. She will only use it on the Jungle level and if she dies she does not drop the magnum for the player to collect.
Natalya's Outfits
Natalya wears a light blue blouse and dark skirt for Bunker 2, the St. Petersburg missions, and multiplayer. She's dressed in a blue shirt and green camouflage pants for the Cuba missions.
Alec Trevelyan (Agent 006)

Alec Trevelyan begins the game as Bond's supposed ally, but is later revealed to be the main villain and shadowy leader of the Janus Syndicate. Trevelyan's stated motive is to get revenge on the British government which he blames for his parents' death. He shows that even trusted friends are capable of betrayal.
Trevelyan's weapons of choice are the D5K Deutsche and AR33 Assault Rifle. In Caverns only he carries an Automatic Shotgun but doesn't fire it.
Trevelyan's Outfits
006 wears the same tactical outfit as Bond in Facility. In all other levels he wears a black button-up shirt, black pants, and dark brown belt.
Xenia Onatopp

The sadistic henchwoman Xenia ambushes Bond on the Jungle level. She's mentioned in the Frigate briefing, but does not appear there. Her line in Jungle, "This time, Mr. Bond, the pleasure will be all mine" implies she has met Bond before. These facts have led many players to speculate that Xenia was once intended to appear in the Frigate mission like she does in the movie.
Xenia's weapons of choice are the RC-P90 and Grenade Launcher.
General Ourumov

Arkady Ourumov is a Soviet colonel who somehow gets promoted to general despite a chemical weapons facility blowing up under his watch. He becomes allies with Trevelyan, skirmishes with Bond in Silo, and takes Natalya hostage in St. Petersburg.
Ourumov's weapon of choice is the DD44 Dostovei.
Boris Grishenko

Boris works as a programmer at the Severnaya Bunker which is where the player first encounters him. He also appears in Control where he attempts to shoot Bond with a PP7, but drops it.
Valentin Zukovsky

Ex-KGB agent Valentin is no fan of Bond, but he's willing to help him if Bond will destroy Valentin's competition, the Janus Syndicate. Valentin does not use any weapons in the game.
Defense Minister Mishkin

Initially deeply suspicious of Bond, he becomes an ally after learning of General Ourumov's treachery. Unlike the film, Mishkin survives his time in the GRU Archives and leaves to inform the Politburo about Ourumov's deceit. Mishkin carries a DD44 Dostovei in Statue, and will pull one on the player if they injure him in Archives.
Honorable Mention: Jack Wade
Due to legal issues Joe Don Baker's likeness was not allowed in the game. This is why he's in briefings and a Caverns radio message, but has no physical character. This is what developer Dr. David Doak had to say on the issue:
"A really obscure aside — there’s a character in the film, Jack Wade [played by Joe Don Baker]. He’s like, a guy who helps Bond when he’s in a pinch. And he’s the only guy in the film we weren’t allowed to use his likeness. It’s a really minor part in the film, but I remember we couldn’t use him in the game because the actor hadn’t signed off on the release! He’s the only character who doesn’t appear in the game."

Dr. Doak is both one of GoldenEye 007's developers and a character in the game. In-game he plays the role of a double agent in Facility who gives Bond a Door Decoder so he can access the bottling room. The real Dr. Doak holds a doctorate in biochemistry from the University of Oxford (Source), which really makes him the ideal choice for working undercover in a chemical weapons facility!
Dr. Doak was added to the game to spice up the classic "get a key to open a door" game mechanic. Real world Dr. Doak made the game character use his name and face as something of joke, fully expecting the design choice to be vetoed and removed by higher management, which it was. Project Lead Martin Hollis intervened and had Dr. Doak reinstated late in development.(Source) We're very glad he did!
Villains
Jaws

This towering henchman is the boss in Aztec, and one of the hardest, if not the hardest enemy in the game. Give him any leeway and you'll be Torn to bits. He dual wields the AR33. Jaws appears in both The Spy Who Loved Me (1977) and Moonraker (1979).
Baron Samedi
From the Instruction Booklet
Baron Samedi, a character from the 1973 film Live and Let Die, is the boss of Egyptian and thus the final boss of the whole game.
Samedi displays his voodoo powers by resurrecting twice in the mission and again during the outro. He wields dual DD44s which fire like the ZMG after his first resurrection and like the Laser after his second resurrection.
May Day
From the Instruction Booklet
May Day is the bodyguard of billionaire villain Max Zorin in the 1985 movie A View to a Kill, Roger Moore's last Bond film. Both the game and instruction booklet spell her name as "Mayday." Her section in the instruction booklet starts with the statement:
"Try and find these four villains!"
This short statement, along with the appearance of May Day in the character roster, led many players to believe that May Day could somehow be found in GoldenEye 007's single player missions. Alas, there is no known way to get May Day to show up in single player without modding or hacking the game.
Oddjob
From the Instruction Booklet
Oddjob, arguably the most famous henchman in all of Bond lore, makes a small appearance in GoldenEye 007. He's most famous in GoldenEye for his short height, and to this day people still argue over whether it is unfair to select him in multiplayer.

These three characters exist on every GoldenEye ROM, but there is no way to access them without a cheating device. They don't even have official names. I used the GoldenEye Setup Editor to add them to Bunker 2. Blue woman uses a random female head and the other two use a random male head.
